Page Content The Michigan Senate voted on March 15 and passed new cell phone legislation entitled “Kelsey’s law.” The bill is named after Kelsey Raffaele who was killed while talking on her cell phone while driving. If enacted, the new law will prohibit a person issued a level 1 or 2 graduated driver license from using a cellular telephone while operating a motor vehicle, and designate a violation as a civil infraction. The bill is now headed to the Michigan House.
