NSC Construction & Utilities Division

The NSC Construction and Utilities divisions have partnered to provide significant value and increased benefits to Division members. Combining the experience and leadership of the two groups makes for stronger and more diverse representation.

The objective is to grow and strengthen the Division and the mission of NSC. Each group will work on their own agendas in breakout sessions, and we will engage speakers to provide training and information specific to each group’s interests.

Construction & Utilities Division Spring Meeting

The NSC Spring Divisions combined meeting will take place in San Diego May 23 and 24 at the Loews Coronado Bay Hotel. The NSC Construction & Utilities Division will hold its individual meetings at the hotel in the afternoon both days.

Gary E. Tellish, CSP, CET, CUSP
Safety Manager/Training
Quanta Services
Construction & Utilities Division Chairman

Mr. Tellish interacts with safety personnel in various business units to ensure the safety of all of Quanta's crews, focusing on injury prevention, safety performance, and employee training and involvement. He has more than 25 years of experience as a safety professional and served in the U.S. Air Force for five years as a fire protection specialist. He spent the next four years at HST Inc. as a training/safety consultant. He joined National Vacuum Corp. as corporate health and safety manager, and later became corporate safety manager for Brayman Construction Corp., a heavy highway contractor. He joined Asplundh Construction in April 2012 as corporate safety consultant.


David Payton

Construction & Utilities Division Vice Chairman

Mr. Payton has 20 years of experience mostly in the construction industry but also in the manufacturing and marine industries. The first part of his career was operational leadership in design build companies for government, commercial, residential and industrial construction projects up to $200 million. He has been part of the HSE side of the business for the past several years. He spent four years as the corporate HSE director for the US subsidiary of BAUER and is currently the HSE Director for Hendry Marine Industries Inc., which covers multiple industries. He is a member of HSE committees from various parts of the industry, both local and international, and is a certified trainer for multiple HSE and operational disciplines.

Tammy T. Washington
NSC Division Program Manager

Tammy has been employed with NSC for more than 10 years. She is responsible for managing the NSC volunteer engagement programs, meetings, websites and databases. Besides the Construction Division, she also works with the Business & Industry, Labor, Utilities, and Alcohol, Drugs and Impairment divisions. Tammy can be reached at (630) 775-2227.
