Question: We are currently dealing with the issue of eye bottles and eye wash stations. OSHA is vague in saying what the actual requirements are for eye wash stations. OSHA recommends ANSI Z358.1 but does state it is mandatory. So my questions are: for eye wash bottles - considered personal use do they require monthly inspection? Are eye wash bottles which are stated to be supplemental by ANSI considered to be compliant by OSHA regulations? Does OSHA state at any time that ANSI is a must, not a voluntary requirement?
Answer: I researched the “Standard Interpretations” and would direct the member to two Standard Interpretation documents: 04/18/2002-ANSI Z358.1 guidance for complying with 1910.151(c) citation policy for eyewashes and showers, and 11/01/2002 - Additional clarification of using ANSI Z358.1 as guidance to comply with 1910.151(c). These may be found on the OSHA web site, Standard Interpretation heading.
These address the question on ANSI requirements. OSHA advises compliance staff “When determining whether the eyewash or shower facilities are suitable given the circumstances of a particular worksite, OSHA may refer to the most recent consensus standard regarding eyewash or shower equipment, which would be the 1998 version of the ANSI Z358.1, as well as other recognized medical, technical and industrial hygiene sources.” Does the equipment “...provide suitable facilities for quick drenching or flushing of the eyes and body when employees may be exposed to injurious corrosive materials” (29CFR 1910.151(c). “Therefore, it is the employer’s responsibility to assess the particular conditions related to the eyewash/shower unit...to ensure that the eyewash/shower unit provides suitable protection against caustic chemicals/materials to which employees may be exposed.”
It has been my experience that eyewash bottles are sealed and have an expiration date stamped on them. If this is the type in use, I would defer to manufacturer recommendations on inspection requirements.
