Rebecca Martin joined the NSC in August 2021 working in the area of substance use and mental health initiatives. Rebecca brings more than 20 years of diverse public health experience to her role.

Prior to coming to NSC, Rebecca worked for the State of Wisconsin addressing equity issues in the early care and education field, creating community needs assessments, analyzing data, writing reports and establishing a comprehensive program performance evaluation plan for a $10 million dollar grant. She spent seven years at the Wisconsin Department of Health managing a comprehensive statewide newborn screening outreach program, providing training and technical assistance to early intervention, hospitals and clinics; providing in-home public health services and parent-child relationship support; leading multiple research grants; creating a multi-system integrated program to reconcile newborn screening records and birth certificate records; analyzing data, creating annual reports and writing peer-reviewed journal articles; increasing screening among Amish and Mennonite communities; incorporating infant mental health into the newborn screening field; and assuring all babies received timely and equitable screening, follow-up and intervention.

In addition to her state systems work, Rebecca spent many years providing direct services, including early intervention services with children experiencing developmental delays, trauma or diagnoses; working with families in high-risk communities on mental and physical health, child development, healthy relationships and economic stability; providing health education and community support to Hispanic and Amish communities at a rural nonprofit health care center; and working as a Spanish interpreter, cultural liaison and patient advocate for a health care system. Rebecca is a Returned Peace Corps Volunteer and spent 2.5 years living and working alongside rural Hispanic and Indigenous communities in the remote mountains of Panama.

Rebecca received her bachelor of science degree in life sciences communication from University of Wisconsin - Madison and her master of public health from UW - La Crosse. She is a graduate of the UW - Madison Infant, Early Childhood and Family Mental Health advanced clinical practice program and has earned endorsement (IMH-E) as an Infant Family Specialist from the Wisconsin Alliance for Infant Mental Health. She lives near Madison, Wisconsin, with her two young children.
