Important: This is the license surrender process for the Illinois Probationary License Program ONLY. Please contact the Illinois Secretary of State if you need to surrender your license for any other reason.
To receive your Illinois probationary driver’s license from the Illinois Secretary of State, you must surrender your valid (not expired) Illinois driver’s license to National Safety Council.
Complete this step as soon as possible, at least two weeks prior to your suspension date.
Using a trackable service through FedEx or USPS only (NOT UPS), send your valid Illinois driver's license to:

Do not mail your license to the Secretary of State.
After you complete the 8-hour class and surrender your valid Illinois driver’s license to National Safety Council, we will notify the Illinois Secretary of State that you have fulfilled your requirements for the Probationary License Program.
Once your suspension period starts, you cannot drive until you receive your physical probationary driver’s license from the Secretary of State.
The Secretary of State will contact you regarding reinstatement of your license at the end of your suspension period. To pay your reinstatement fee to the Secretary of State, visit https://www.cyberdriveillinois.com/departments/drivers/drivers_license/dlreinstatement.html.
