Donna Stein-Harris
Director, National Education Center for Agricultural Safety
Donna Stein-Harris is Executive Director of Home and Community Partnerships and Initiatives for the National Safety Council overseeing Safe Communities America, Off-The-Job Safety, Grants Development, NECAS, and related initiatives. She has over 25 years experience in not-for-profit management including image building, strategic planning, fiscal management, partnership/corporate development, media and public relations, marketing, and organizational development.
She held the position of Executive Director of the Skin Cancer Foundation in New York City and was Senior Director of Communications for the American Academy of Dermatology (AAD) in Schaumburg. While at AAD she was responsible for corporate partnership development. She managed a coalition of corporate partners that worked directly with, and contributed to, the AAD to support their mutual goal of raising the visibility of the specialty. This effort also resulted in developing long-term relationships with industry that brought the Academy additional in-kind and direct support as well as paving the way for future collaborations.
Collaborative initiatives have been a theme throughout her career. As President and principal of S.B. Network, a health promotion company, Donna had the opportunity to work with government agencies, voluntary health organizations, local health departments, and media outlets on a variety of health promotion initiatives.
Her work with the Department of Alcoholism and Substance Abuse, the Chicago Department of Health, Office of Hispanic Affairs, the California Department of Health, American Lung Association, American Heart Association, and major universities, gave her the opportunity to help heighten awareness of important health related issues that affects the health and wellbeing of the general public.

Dan Neenan
Manager, National Education Center for Agricultural Safety
Dan Neenan joined the NECAS staff in August of 2002 as Manager, Dan is a Paramedic Specialist, Firefighter II and EMS instructor. He currently chairs the Iowa Community College Fire Coordinators and is a member of the Iowa EMS advisory board. Before coming to NECAS Dan was the Emergency Services Coordinator for Northeast Iowa Community College. Dan's responsibilities is the day to day operation and course programming at the facility.

Charlotte Halverson
R.N., B.S.N., COHN-S, Health Training Coordinator
Charlotte devotes half her time at NECAS and the other half at Mercy Medical Center in
Dubuque, Iowa. She has been the Health Training Coordinator at NECAS since the beginning which was October 25,
1997. Charlotte is a Certified Occupational Health Nurse, OSHA certified Hearing Conservationist and a NIOSH
approved Spiromentry Technician. She recommends the proper PPE and offers health screenings for farmers and is
a NSC Emergency Care Trainer.
Charlotte is the Rural Health & Safety Coordinator and Parish Health Ministry Coordinator at Mercy Medical
Center since 1987. Before that she was a staff nurse in Post Anesthesia Recovery.
In 1998, Charlotte received the Farm Bureau Distinguished Service to Agriculture Award.

Gloria Reiter
Office Coordinator
Gloria has been the Coordinator, Office Services since July of 1998 and previously was
employed at Northeast Iowa Community College. Her responsibilities provide coordination, support and assistance
with the planning, implementation and evaluation of training programs held at NECAS. She is a Progressive
Agriculture Farm Safety Day Camp Coordinator.
Gloria assisted in a research study through Eastern Washington University interviewing farm families to
determine parent’s attitudes towards the NAGCAT guidelines developed regarding children’s farm work.

Carolyn Olberding
Driving Program Manager
Carolyn joined the NECAS staff in November 2005, as a Continuing Education Program Manager for driving safety classes. Her responsibilities include overseeing High School Driver Education, Defensive Driving, Driver Improvement, Driving Unimpaired, School Bus Driver, Motorcycle, and Moped Safety courses. Before joining the NECAS staff Carolyn was employed by NICC as an instructor for mathematics and computer classes.

Jeff Doerr
Emergency Services Program Manager
Jeff Doerr joined Northeast Iowa Community College as the Emergency Services Program Manager in November 2002. His duties include organizing and arranging EMS programs ranging from First Responder to Paramedic Specialist in the NICC area. He is also the Mine Safety and Health Administration (MSHA) Manager which ensures that education and training is available for those affiliated with the mining industry. Jeff is an active Iowa Paramedic Specialist and an EMS Instructor who is currently the chair for the Iowa EMS Training Programs and the Northeast Iowa EMS Council.
