Encouraging Trends in Strengthening Seat Belt Laws

The Campaign supports states in upgrading safety belt and child safety seat laws in order to increase safety belt use nationwide.
Emphasis is placed on enacting standard enforcement of safety belt laws, closing gaps in child protection laws, and pursuing other upgrades such as demerit points and higher fines.
Standard enforcement laws, currently in 18 states and the District of Columbia, allow police to treat a safety belt violation like any other traffic violation.
Belt use in these states is much higher than in "secondary" law states where police must ticket a motorist for another violation before issuing a safety belt citation.
