National Child Passenger Safety Board Appoints Three New Members

Each is passionate about safe transportation for children.

Itasca, IL – The National Child Passenger Safety Board is pleased to announce the appointment of three new board members: Scott Downing, Beth Warren and Justin Young.

  • Downing, a fire captain from Eagle Point, Oregon, will serve as the Public Safety Fire/EMS representative until May 2024. He replaces Capt. Randy Chhabra.
  • Warren, a CPS Hall of Famer from Austin, Texas, and new member of the Safe Kids Worldwide team, steps in as the certifying body representative, a permanent board position reaffirmed every three years. She replaces Stephanie Heitsch, who served on an interim basis.
  • Young, a master deputy and D.A.R.E. officer with the Spotsylvania, Virginia, County Sheriff’s Office, is the new public safety law enforcement representative. He will serve in that role until May 2024. Young fills a slot previously occupied by Lt. Lonny Haschel, board chair and spokesman for the Texas Department of Public Safety in the Dallas-Fort Worth area.

“We’d like to welcome these three individuals to the board,” said Haschel. “They are all passionate about child passenger safety. They bring a vast array of knowledge and experience. At the same time, we want to thank our outgoing members for their extraordinary service and dedication to the board.”

Since the late 1990s, the board has developed and maintained a curriculum used to train certified child passenger safety technicians. Today, 34,000 technicians provide education and assist families with car seat installations at check-up locations across the country. The board’s work is managed by the National Safety Council.
