Senior Program Manager II, Mobility Safety, Roadway Practice Area at NSC

Tammy Franks has worked in the injury prevention field for more than 20 years. She is an NSC subject matter expert on causes of preventable death at home and on the road.

Her current responsibilities include developing and updating curriculum in partnership with NHTSA and the National Child Passenger Safety Board to support transportation safety for children. This includes child passenger safety awareness courses, curriculum for school bus safety and children in wheelchairs, and the national Child Passenger Safety Technician certification training. She also supports the national training program for children with special transportation needs.

Prior to joining NSC, Tammy worked at Randall Children’s Hospital at Legacy Emanuel in Portland, Oregon, as the child passenger safety coordinator. In this role, she developed and coordinated inpatient, out-patient and community outreach services for the multi-hospital system. Additionally, she served as the statewide child passenger safety training coordinator managing funding produced by the Oregon Department of Transportation.

A nationally certified Child Passenger Safety Technician Instructor since 1999, Tammy currently serves as chairperson of the National Child Passenger Safety Board, chairperson of Safe Kids Oregon and co-vice chairperson of KIDS IN MOTION, Inc., which offers a national child passenger safety conference annually.

Tammy holds a bachelor’s degree in political science and German from Wittenberg University in Springfield, Ohio, and a master’s degree in international politics from the University of North Texas in Denton. She is based in Portland, where she lives with her family.
